ELECTRIC VEHICLE REPLACEMENT OPTION FOR ALL OWNED OR LEASED VEHICLES IN THE CITY OF LAGUNA BEACH MUNICIPAL FLEET

The future of transportation in Laguna Beach is electric

The intention of this agenda bill is to begin the City Council discussion and, if desired, to provide direction to City Staff regarding the feasibility and guidelines for implementing the adoption of electric vehicles for the City’s municipal fleets in Community Development, Public Works, Fire and Marine Safety, Administration, and Water Quality.

Laguna Beach has already made efforts to electrify our municipal fleets. Community Development, Water Quality, and our Parking enforcement staff all use Prius Hybrid vehicles. There is more we can do.

Transportation is the single biggest source of greenhouse gas emissions in Laguna Beach and a major source of other air pollutants. Electric vehicles not only reduce emissions by up to 100% compared to gas and diesel-powered vehicles, but electricity is also less expensive as electrical energy prices are more stable over time. Electric vehicles also require less maintenance. Other benefits include improved local air quality, fewer ocean contaminants from vehicle oil and radiator leakage, and quieter streets and neighborhoods.

The Federal government and the State of California have both announced plans to adopt electric vehicles over the next ten years. Laguna Beach should lead the way and provide an example for residents and other cities in Orange County.

Adopting electric vehicles into Laguna Beach’s municipal fleet is one of the most innovative ways a city can show its leadership and commitment to clean transportation, sustainability and support our own climate action plan. Laguna Beach can reduce fleet emissions, fuel, and operating costs by replacing their fleet vehicles with EVs.

The following manufacturers will be introducing wide selection of electric trucks available with the upcoming launches including the Rivian R1T, Tesla Cybertruck, Bollinger B2, Canoo Pickup, Ford F-150 Lightning, Chevrolet Silverado Electric, GMC HUMMER EV Pickup, ATLIS XT and the Lordstown Motors Endurance.

Twenty one companies will be launching new all electric passenger vehicles in 2021-22.
